Kevin Moar has been Director, National Security Policy since April 2024. He leads the delivery of national security policy advice to the Prime Minister and policy integration across the national security and intelligence community. Among other things, he is responsible for the implementation of New Zealand’s National Security Strategy, oversees the National Cyber and Technology Security Unit, the development and implementation of New Zealand’s national cyber security strategy, and chairs New Zealand’s National Intelligence Coordination Committee.
Kevin joined the Department of the Prime Minister and Cabinet in 2018, and in 2019 became New Zealand’s inaugural national strategic coordinator for countering foreign interference. He led New Zealand’s system on all elements of managing foreign interference, including state threats to our democratic institutions, to civil and political rights, and to our sustained economic prosperity including economic coercion. He also oversaw work to protect sensitive technology produced by universities and scientific organisations from foreign interference and espionage.
Prior to joining DPMC, Kevin was a principal advisor at the New Zealand Productivity Commission (an economic and regulatory thinktank) and held senior policy and strategy roles at the New Zealand Ministries of Health and Education. He has degrees in law and political science, and a Master of Public Policy.
